DER/UM of Cessna's ODA responsible for all things weght and balance related (including floatation). 9 years general aviation program development (clean sheet design to certification). Cost-Value of a pound analysis. Mass Properties contracts, requirements, statement of work, budget and staffing analysis. Earned Value Management, BOE (basis of estimate) methodologies for budgeting and staffing considerations.
